GENERAL RULES

1 NAME 

The name of the Club shall be the BARNET & DISTRICT ANGLING CLUB, hereinafter referred to as ‘the Club’.

2 INTERPRETATION OF THESE RULES 

(a) the headings of these Rules are for ease of reference only and shall not be taken into account in their interpretation.

(b) all references in these Rules seen as implying the masculine shall also apply to the feminine, and all references implying the singular shall also imply the plural.

3 OBJECTS 

The objects of the Club shall be to provide the facilities of an angling club for it’s members and to promote and protect the interests of it’s members and anglers generally, including:

(a) the organisation and provision of angling.

(b) the cultivation of sociability and the promotion of the principles of fair angling.

(c) joining with other angling bodies in furthering angling interests.

(d) the faithful observance of the statutory close season on Club waters, the suppression of unsportsmanlike conduct, illegal practices or abuse.

(e) the renting or purchase of water for the use of its members, and the management of these waters and their fish stocks as appropriate.

(f) the appointment of Club bailiffs to preserve Club and other waters fished by the members and to assist in the detection and prevention of river pollution and the preservation of wildlife.

(g) the promotion and conduct of competitions for the encouragement of the sport and the benefit of its members.

(h) the promotion of, support for and opposition to legislation affecting anglers and angling and the use of its influence to improve existing laws

(i) the promotion of the arts of angling by instruction, demonstration and good example.

4 MEMBERSHIP 

(a) the Club shall consist of the following classes of members:

1. Full Members

2. Associate Members

(b) full membership shall be available to persons aged 12 years and over.

(c) applications for membership must be in the form prescribed from time to time by the Committee. The name of the applicant, after having been proposed and seconded, shall be put to the Committee for acceptance. Upon paying the entrance fee and the first annual subscription and subject to the applicant first attending a Club meeting as nominated by the Committee, he shall be a member of the Club and shall be bound by the rules of the Club.

(d) in any year a Full Member may be regarded as a junior Member if on June 1st of that year he shall be aged 18 years or under, and, as a Junior Member, he shall be entitled to reduced subscription and fees as hereinafter provided.

(e) honorary membership shall be granted at the discretion of the Committee.

(f) the Trustees may recommend to the Committee for life membership any member or members who, in their opinion, have rendered outstanding service to the Club, such recommendation to be dealt with in a similar manner to a proposal at an Annual General Meeting.

(g) Associate membership shall be available at the discretion of the Committee to persons aged 18 years or over solely for the purpose of fishing a specific water owned or rented by the Club. They will receive a copy of these Rules by which they will be bound, but Associate membership will not confer the rights of Full membership.

(h) a husband and wife membership shall confer on each spouse the same rights and obligations as a Full member.

5 MEMBERSHIP CARDS 

Shall be issued on the distinct understanding that:

(a) they remain the property of the Club and shall be returned to the Honorary General Secretary in the event of the member’s cessation or suspension.

(b) Members or visitors entering Club waters do so entirely at their own risk. Certain of the Club’s waters are affected by overhead power lines and your attention is drawn to the danger of death or serious injury by electrocution. There may also be steep banks or dangerous swims or paths and you are warned to take extra care. Members and visitors are bound by the rules of the Club and the Club will not be liable to any member or visitor or their estates for any personal injury sustained by them, or death, or for the loss of any property. The holder will be bound by the disclaimer and in the case of Juniors under 18 years, the Parent or Guardian must confirm acceptance of this rule by signing the form of Application for Membership or renewal notice.

(c) any Member or visitor found disobeying Warning Signs, will be asked  to leave the water and Members will face disciplinary action.

(d) they are not transferable.

(e) they are not valid unless signed by the Honorary Treasurer.

(f) the loss of the card must be notified immediately to the Honorary Treasurer together with full details of the loss. A duplicate card will only be issued on payment of a reasonable fee to be decided from time to time by the Committee.

(g) they must be produced by the holder on Club waters when so requested by Club bailiffs or by any other member.

6 MEDIA 

Members shall not communicate with the media (including the press) on Club matters without the prior approval of the Committee.

7 WORKING PARTIES 

(a) every member, Juniors and Senior Citizens excluded, must attend one working party in anyone year period as specified by the Committee, failing which he shall pay a levy as hereinafter provided.

(b) the levy for non-attendance at a working party shall be such sum as may be determined by the members from time to time at an Annual General Meeting.

(c) that a work party should last no longer than four hours.

8 SUBSCRIPTION FEES 

(a) every member will be liable to pay in full on or before 1st June of each year the appropriate annual subscription as determined by the members from time to time at an Annual General Meeting.

(b) subscriptions shall not include trout fishing where permitted in the Club’s leases.

(c) An entrance fee is payable for new members upon joining the club.

(d) the subscription for disabled members shall be determined by the production of an EA Concessionary licence.

9 RESIGNATION 

A member may resign his membership at any time by notice in writing to the Honorary General Secretary, whereupon his membership shall cease forthwith.

10 SUSPENSION 

If the Committee be of the opinion that the interests of the Club so require, it may suspend a member for a period not exceeding twelve months. Before suspension, the member shall be entitled to know what complaint is made against him and to explain or defend himself either verbally or in writing to the Committee. The decision of the Committee shall be final.

11 EXPULSION 

If the Committee be of the opinion that the interest of the Club so require, it may invite a member to resign from the Club within a time specified in writing. In default of such resignation, it shall submit the question of the member’s expulsion to the decision of a General Meeting, not less than one month after written notice to that Member. Prior to such meeting, the member shall be entitled to know what complaint is made against him and to explain or defend himself either verbally or in writing, either before or at the meeting. If the meeting shall vote for expulsion, membership shall cease forthwith. Members who have been expelled may, after the expiry of three years, re-apply for membership.

12 CESSATION OF MEMBERSHIP 

Cessation of membership for whatever reason involves forfeiture of all rights in or upon the Club, its property and funds.

13 HEADQUARTERS 

The Headquarters of the Club shall be at such place as the Committee shall determine.

14 MEETINGS 

(a) All meetings of the club (hereinafter called “The General Meeting”) shall be held at headquarters on a “As and when required basis”. Any General meeting will terminate at the discretion of the Chairman of such meeting.

(b) 25 members shall form a quorum at any General Meeting.

(c) Full Members shall have one vote which they can cast at any General Meeting, provided that they are present at the time that the vote is cast and counted. Except as otherwise provided for by these Rules, decisions shall be taken by a simple majority vote.

(d) in the event of votes being equally cast, the Chairman of the meeting shall have the casting vote.

(e) minutes of a General Meeting shall be made in a book kept for that purpose, recording all proceedings thereat.

(f) tylers may be appointed by the Committee to steward Club meetings and social events organised by the Club.

(g) only Full members producing if required their current membership card or any person attending at the request of the Committee or new applicants with a letter of authority shall be admitted to the meeting.

(h) the General Meeting (save where otherwise provided by these Rules) shall be the deciding authority in all matters concerning the Club, and an entry in the Minute Book shall be conclusive evidence of that authority.

15 THE ANNUAL GENERAL MEETING 

The Annual General Meeting shall be held in April of each year to elect Officers and Committee Members, to receive and consider accounts and balance sheets, to appoint auditors for the ensuing year, to deal with proposals duly submitted under Rule 18 and any other Annual General Meeting business. No General Meeting shall be held until all the business of the Annual General Meeting has been completed. .

16 EXTRAORDINARY GENERAL MEETING 

An Extraordinary General Meeting may be called by the Officers and Committee or, if requested, by a minimum of 25 Full members.

17 DISSOLUTION 

If it is necessary to dissolve the Club, an Extraordinary General Meeting must be convened for this purpose. The disposal of all money and property belonging to the Club at the date of dissolution shall, after all debts and commitments have been met, be at the discretion of the Extraordinary General Meeting at which dissolution is approved.

18 PROPOSALS 

(a) any Full member may submit a proposal for the deletion of or the alteration, amendment or addition to these Rules no later than the General Meeting prior to the Annual General Meeting. Each proposal and any amendment thereto must be seconded and submitted in writing to the Honorary General Secretary. Each Full member must be given at least 7 days written notification of the Annual General Meeting and all proposals submitted therefore. Each proposal, unless withdrawn shall be voted upon at the Annual General Meeting after any amendments to that proposal which have been submitted in writing prior to the start of that meeting have been voted upon.

(b) the Committee shall be at liberty to submit proposals in the foregoing manner provided the proposal has been approved at a Committee meeting.

(c) at an Annual General Meeting, in the event of a close show of hands (within 15), any Full member may request a card vote.

19 ELECTION 

(a) the Officers and Committee (save where otherwise provided by these Rules) shall be elected at every Annual General Meeting, having been proposed and seconded at the General Meeting prior to the Annual General Meeting. The proposer and seconder must satisfy themselves that the candidate for election is a duly accredited and eligible Full member.

(b) should an election be adjourned beyond April, those in office may continue until a successor is appointed. If a vacancy occurs through death, resignation or other causes nominations for the vacant office may be made at any General Meeting, the election taking place at the next General Meeting.

(c) once elected, the Officers and Committee (other than the President and Vice-Presidents) shall hold office until the next Annual General Meeting when they shall retire, but shall be eligible for election from year to year.

(d) candidates for Officership or Committee shall not be elected in their absence unless the Honorary General Secretary has received written notification of their willingness to serve.

(e) voting shall be by ballot and every voting member shall be entitled to vote for up to as many candidates as there are vacancies to be filled. The candidates up to the number of vacancies who receive most votes shall be declared elected and in the case of two or more candidates receiving an equal number of votes there shall be a re-vote in respect of those candidates.

(f) Members who are elected to the post of General Secretary or Honorary Treasurer shall be considered elected subject to the approval of the Committee and that such approval shall not be unreasonably withheld.

20 TRUSTEES 

(a) there shall be not less than three and not more than four Trustees of the Club who shall be appointed subject to prior approval at a General Meeting.

(b) Trustees shall hold office until death or resignation, or until removed by a resolution of the Committee. A new Trustee or Trustees shall be nominated by the Committee subject to approval by a General Meeting and, for the purpose of giving effect to such nomination, the Chairman for the time being is nominated as the person to appoint new Trustees of the Club within the meaning of the Trustees Act, 1925.

(c) all property of the Club except cash (which shall be under the control of the Honorary Treasurer) but including leases and fishing leases shall be vested in the Trustees to be dealt with by them as the Committee shall from time to time by resolution direct.

(d) the Trustees shall be indemnified out of the assets of the Club against any risk and expense incurred by them in pursuance of their office.

21 OFFICERS AND COMMITTEE 

(a) the Officers of the Club shall consist of the President, Past President, three Vice-Presidents, Chairman, Vice-Chairman, Honorary General Secretary and Honorary Treasurer who, together with ten Committee Members shall form the Committee.

(b) in addition to the specific duties as provided for by these Rules, the Officers of the Club shall carry out such further duties as may reasonably be decided from time to time by the Committee.

(c) no Officer or Committee Member shall be allowed to hold an official capacity in any other angling body without the prior sanction of the Committee.

22 THE PRESIDENT 

(a) shall be elected for a period of three years, whereafter he shall be eligible for re-election.

(b) shall guide the Officers and Committee in matters of policy and shall be responsible for seeing that they carry out their duties as defined in these Rules.

(c) shall be offered the Chair when present at General or Committee Meetings.

23 VICE-PRESIDENTS 

(a) each Vice-President:

(i) shall be elected for a period of three years, whereafter he shall be immediately eligible for re-election if so nominated. One Vice-President shall retire each year by rota.

(ii) shall assist the President in the fulfilment of his responsibilities.

(b) the senior Vice-President shall be the Vice-President who has stood longest without being re-elected, and the senior Vice-President shall deputise for the President at any function which the latter is unable to attend.

24 CHAIRMAN 

The Chairman shall be responsible for the conduct of the Committee, Annual and General Meetings subject to Rule 21.

25 VICE-CHAIRMAN 

The Vice-Chairman shall assist the Chairman and undertake his duties in his absence.

26 HONORARY TREASURER 

The Honorary Treasurer shall:

(a) be responsible for all Club monies, keeping account of the Club income and expenditure, and shall submit all such accounts to the Committee for consideration from time to time as the Committee may direct.

(b) furnish the Annual General Meeting a statement of accounts prepared by the auditors together with balance sheets and for this purpose shall be empowered to engage professional assistance subject to Committee approval.

27 HONORARY GENERAL SECRETARY 

(a) the Honorary General Secretary shall:

(i) prepare agendas for Committee and General Meetings.

(ii) attend Committee and General Meetings taking and keeping full and correct minutes thereof. If unable to attend, he shall send all necessary books and papers to the meeting and arrange for a deputy to act for him.

(iii) deal with Club correspondence, being responsible to the Committee for all books, papers and property belonging to the Club, which shall not be loaned or passed to other persons without Committee approval. All such books, papers and property belonging to the Club shall be delivered up to the Committee at their request.

(iv) make his annual report to the Annual General Meeting.

(b) all correspondence shall be directed to the Honorary General Secretary unless otherwise instructed.

28 COMMITTEE (Responsibilities) 

The Committee shall:

(a) conduct the management of the Club (except where otherwise provided by these Rules).

(b) be empowered to do such acts as are consistent with the objects of the Club as laid down by these Rules.

(c) be the sole authority for the interpretation of these Rules and their decision in such matters and in any other matter affecting the Club not provided for by these Rules shall be final and binding upon the members.

(d) be responsible for the public image of the Club and its members shall at all times conduct themselves in a manner befitting this.

(e) meet bi-monthly at a convenient time and place, 7 members shall form a quorum.

(f) carry out such instructions as may be passed at a General Meeting, except those found to conflict with these Rules.

(g) sanction payment to members incurring expenses on Club business, providing the work or service has been agreed by the Committee.

(h) draw up a fixture list to be approved at a General Meeting.

29 COMMITTEE (Powers) 

The Committee shall have the control of the finances of the Club and all such administrative powers as may be necessary for properly carrying out the objects of the Club in accordance with these Rules, and, in addition, shall have the following specific powers:

(a) to appoint a Sub-Committee or Sub-Committees comprising of not less than three Officers of the Club, Committee Members or Full Members approved by the Committee and as decided upon from time to time by the Committee, to advise the Committee in regard to the exercise of its powers and responsibilities or any other matter affecting the Club and to delegate any of its powers to such Sub-Committees.

(b) to co-opt as advisers persons who possess specialist knowledge.

(c) to summon the attendance of a Sub-Committee or other persons to a Committee or General Meeting.

(d) to appoint one of its number to report on its behalf to a General Meeting.

(e) to appoint Fishery Officers and Club bailiffs from names submitted to it.

(f) to deal with misdemeanours and to suspend or recommend the  expulsion of a member.

(g) to govern all matters of finance, open or close Club banking accounts, transfer, bank, invest or withdraw any monies.

(h) to purchase on behalf of the Club any necessary equipment.

(i) to insure Club property.

(j) to enter into negotiations for the lease or purchase of fisheries.

(k) in the event of an unforeseen situation arising, to propose an alteration or amendment to the Rules in accordance with Rule 18b at any General Meeting designated as an Extraordinary General Meeting under Rule 16, but subject to seven days notice to members.

(I) subject to the approval of a General Meeting, to allow the use by others of Club waters.

(m) to select from time to time three Officers, any two of whom shall sign Club cheques.

30 BORROWING POWERS 

If, at any time, the Club shall pass at a General Meeting a resolution authorising the Committee to borrow money, the Committee shall be empowered to borrow for the purposes of the Club such amounts of money either at one time or from time to time and at such rate of interest and in such form and manner and upon such security as shall be specified in such resolution, and the Trustees shall at the direction of the Committee make all such dispositions of the Club property or any part of the Club property and enter into such agreement in relation to the Club property as the Committee may deem proper for giving security for such loans and interest. All members of the Club, whether voting on such resolution or not, and all persons becoming members of the Club after the passing of such resolution, shall be deemed to have assented to such resolution as if they had voted in favour of it.

31 VOLUNTARY ORGANISATION 

The Barnet & District Angling Club, being a voluntary organisation, shall not operate for the profit of its members, and there shall be no distribution of assets or funds to members of other persons during the existence of the Club.

32 SERVICE OF NOTICES 

Every Member shall from time to time communicate to the Honorary General Secretary his address and all notices sent by post to the address as last given shall be deemed to have been delivered at the time the notice would have been delivered in the ordinary course of post.

FISHERY RULES 

33 CLOSE SEASONS 

The club waters remain closed from 15th March to 15th June inclusive, with the exception of Shepherd Way.

34 FISHING TIMES 

(a) Fishing Times shall be:-

April, May, June, July, August and September 4am-10pm.

October, November, December, January, February and March 6am-7pm.

The fishing times for April and May refer to Shepherds Way only.

(b) Members must not arrive at Club waters earlier than thirty (30) minutes before, and must leave not later than thirty (30) minutes after, the above fishing times.

(c) That junior member’s be allowed to night fish club waters, where night fishing is allowed, providing they are accompanied by a senior member who must be 21 years of age upwards. Any senior member taking junior member’s night fishing must restrict the number of junior’s to two (2).

35 CONDUCT 

(a) all waters must be fished in compliance with the relevant laws and bye-laws.

(b) when on Club waters, Members must not:

(i) lights fires, cut down or destroy trees, hedges or shrubs (except under the guidance of Fishery Officers), damage fences, gates, banks or towpaths or wilfully damage or cross growing crops.

(ii) leave litter of any kind on the banks of any water or any other part of the fishery concerned.

(iii) use the method known as gorge baiting.

(iv) that all members should be in possession of an unhooking mat.

(v) use radios (unless fitted with an earpiece).

(vi) carry or use firearms.

(vii) leave unattended tackle with baited hook either in or out of the water.

(viii) carry tins or glass bottles.

(ix) use lead weights prohibited by law.

(x) Use more than (2) rods and there shall be not more than (2) rods in use in any one swim. The exception to this is Shepherds Way where only one rod per member to be used at any time.

(xi) use bent shank hooks.

(xii) use model boats for the delivery of boilies, tiger nuts, peanuts or similar baits.

(c) when on Club waters, Members will at all times:

(i) be responsible for removing all litter from the swim they are fishing regardless of the responsibility for depositing the litter.

(ii) when using private vehicles, obey any instructions, rules or orders that may be issued or given by the Club, Police, Licensing, Transport or Local Authority or by the owner or occupier of any land, regarding the route, management and parking of vehicles.

(iii) fish only at the pegs provided where a water is pegged.

36 BAIT BANS

The use of the following is prohibited on Club waters:

(a) fish live baiting.

(b) Chrysoidine, Auromine and Rhodamine dyes.

(c) That the use of Bloodworm and Joker be allowed on all club waters between 1st October and the 15th March inclusive.

37 MEMBERSHIP CARDS 

(a) Members can only fish Club waters if the current Membership Card and Environment Agency licence are held and produced when requested.

(b) all Members and Club bailiffs are empowered to request the production of the Membership Card.

(c) the Membership Card shall confer the right of entry to the water for angling purposes only. All Members and guests (where permitted to accompany them) must obey any instructions, rules, bye-laws or regulations imposed by the Club, Owner, Riparian Owner or Occupier of land adjoining or adjacent to such waters.

38 GUEST TICKETS 

(a) Members are permitted to take a guest with them on Club waters subject to the following conditions:

(i) a charge being made by the Club for each guest ticket.

(ii) guest tickets shall be valid only for the day stated and are not transferable.

(iii) Members will be limited to a maximum of two permits for anyone day and will be responsible for the conduct of the guest on the water.

(iv) guest tickets will only be issued to Associate Members where permitted by the Club’s leases.

(b) no guest ticket will be valid:

(i) when a Club match or other venture is being held on the fishery concerned.

(ii) at Shepherds Way fishery before 1st October.

(c) No Member shall provide a guest ticket for another member who is under suspension or who has been expelled from the Club.

(d) No guest tickets valid for night fishing.

39 LOCKS 

Where entry to a water is by possession of a key, it shall remain the property of the Club and must be returned to the Honorary Treasurer in the event of the holder being suspended or ceasing to be a member. No key must be lent or transferred. In the cases of combination locks, no member shall divulge to anyone who is not a member the current Club combination number .

40 KEEP NETS 

(a) all nets should have carp sack bottoms.

(b) no carp weighing more than 5lbs to be retained in keepnets.

(c) All keep nets and landing nets to be air dried prior to fishing, on all club waters.

41 REMOVAL OF FISH 

(a) no fish shall be taken away from any Club water other than when removed during an official netting party.

(b) on Club waters where trout fishing is allowed, the limit of trout to be taken shall be decided by the Committee from time to time.

42 SPECIFIC POWERS 

The Committee shall have the following specific powers to:

(a) decide on complaints and disputes arising out of the Fishery Rules.

(b) recommend that the taking or capture of any species of fish from any specified Club water be suspended for a period of time to be announced.

(c) recommend the closing of any specified Club water for a period of time to be announced.

(d) make additional rules for any fishery to be immediate in effect, but subject to confirmation at the next General Meeting and the following Annual General Meeting.

43 COMPETITION RULES 

(a) at the start of all competitions a starting and cease fishing time shall be announced, and stewards and scalesmen shall be appointed for the day.

(b) competitors may not fish less than 14 metres apart where practicable. In the event of flooding or overcrowded venues, the stewards for the day shall give a ruling.

(c) on flowing water, a competitor can only fish from his position in the direction of the flow as far as the next peg. On stillwater, he may fish as far as half the distance between his peg and those on either side. Neither his tackle, his bait nor his groundbait may intrude into his neighbour’s swim.

(d) before the starting time, no competitor may on any account feed the swim or disturb the water in any way other than to wet groundbait, clear his fishing ground of weed or obstacles, position his keep net and rod rests, plumb the depth and shot his float provided that his hook is un-baited. Neither a swimfeeder nor a ledger weight may be cast before the starting signal.

(e) after the staring time, a competitor may wade provided that the water does not extend above his knees, unless he can touch his own bank with his fingertips, in which case the water can extend above the knees.

(f) a competitor shall have in use only one rod and one line, and, with the exception of Pike Matches, one singles hook, but may have other rods and tackles assembled for use.

(g) neither dead fish nor artificial lures shall be allowed, except in Pike matches.

(h) competitors must strike and play their own fish, but in Club matches may receive assistance in landing the fish.

(i) all coarse fish in season except Pike shall be eligible in Club matches. Pike shall only be eligible in recognised Pike matches.

(j) if for any reason a competitor’s fish are in distress, the stewards shall have the power to weigh them in during the match and return them to the water.

(k) should a competitor still be playing a fish after cease fishing time which was hooked before the end of the match, he shall have fifteen (15) minutes to land it.

(I) no competitor will be permitted to weigh in if litter is present in his swim.

(m) all fish shall be carefully returned to the water after weighing in.

(n) the steward of the day may disqualify a competitor who infringes these Rules, In the event of a dispute, which must be recorded on the day, the steward’s decision can only be reviewed if an appeal in writing is lodged with the Committee within five (5) days. Accordingly, a competitor who has been disqualified must still have the weight of his catch recorded.

(o) the use of Chrysoidine, Auromine and Rhodamine dyes are banned on all matches organised by the Club.

(p) the use of bloodworm and joker baits are banned on matches organised by the Club, except on waters where the use of these baits is permitted by the controlling club or fishery owners.

(q) matches should be booked in person, or in writing, at the General Meeting immediately proceeding the fixture. An exception to this rule will be made in respect of Junior members where a Senior member may book on their behalf. Where a match is not fully booked at a General Meeting, a booking may be made by contacting the Match Organiser. Where, because of a limited number of pegs on a venue a match is overbooked, there shall be a draw for places, and any person unsuccessful in the draw shall have preference on the next fixture where a draw becomes necessary.

(r) where a member books for a match and does not turn up without first notifying the Organiser, he shall be banned for the next two club matches and any peg fees paid will not be refunded.

(s) when a competitor decides to retire from a match, he must return all his fish to the water.

(t) on all Club matches, the organiser(s) should have their peg(s) drawn by a third party.

44 POINTS MATCHES 

(a) all points matches shall be pegged down.

(b) where at the beginning of a season a fixture is declared a points match, it will remain so irrespective of the number of members fishing in it.

45 ROVING COMPETITIONS 

(a) the right of proceeding to swim shall be by draw. No competitor may pass another until the latter has placed his tackle on the ground or given his consent to do so.

(b) on Club matches all fish shall be weight in at the end of each match. Should anglers wish to move before the end of the match, any fish caught must be returned without weighing in.

(c) the boundaries will be defined by the stewards of the day or at the previous General Meeting.

46 PEGGED DOWN COMPETITIONS 

(a) competitors must fish from a position not more than one metre either side of the numbered peg drawn.

(b) if, within thirty (30) minutes of the start of a match, a competitor considers his swim unfishable, a steward may give permission for him to re-draw.

All representative teams are subject to agreement by the Committee from names submitted.

48 VENUES 

(a) venues other than those advertised may be decided at a General Meeting.

(b) if a venue is found to be unfishable, an alternative venue may be selected and this shall then be regarded as the official venue.

(c) where Members have been informed at a previous General Meeting or in writing that a competition will take place on a Club water, that water will remain closed on that day until one hour after the end of the competition. An exception will be made in the case of evening matches where members not fishing in the competition will be asked to leave one hour before the start of it.

49 POWERS OF COMMITTEE 

The Committee shall have the following specific powers to:

(a) conduct competition, drawing up rules and regulations for the conduct of such competitions, Any such rules and regulations, upon being notified to the competitors, shall be deemed as Club Rules for the time being in force.

(b) prepare and publish competition entry forms and tickets as necessary and to fix a charge or entrance fee for competitions.

(c) cancel with or without notice, postpone or change the venue of any competition.

(d) provide from Club monies such medals, cups, trophies and prizes as the Committee in their discretion may consider necessary.

(e) deal with and decide complaints and disputes arising out of competitions.

SHEPHERDS WAY SPECIAL RULES

The following special rules shall apply at the Shepherds Way fishery:

(a) fishing is allowed only from the permanent numbered pegs.

(b) the use of keepnets is banned on this water, except where an organised club match is taking place (Club nets to be used).

(c) all nets must be air dried before starting fishing.

(d) barbless hooks only, maximum size 10. Genuine barbless hooks only, not broken or bent barb.

(e) The following baits and methods will be banned: – fixed rigs, all floating baits, boilies and nuts, and trout pellets.

(f) no guest tickets before October 1st.

(g) no guest tickets for Junior members at any time.

(h) only one rod per member to be used at any one time.

(i) ground bait is allowed, with a limit of one kilo per angler. Carp pellets are allowed with a limit of half a kilo per angler.

(j) As from 1st May 2005, all members and visitors fishing the lakes at Shepherds Way must be in possession of an acceptable un-hooking mat when on the water.

(k) No more than six members, including Junior’s, are allowed on any one night and that members must pre book with the bailiff.

(l) The small lake is float only.

(m) The full duration any angler can be on the water will be 24 hours with no return within a calendar week.
